Hennepin County District Court invites qualified applicants for a Court Operations Manager II position in the Probate/Mental Health Division.
The Probate/Mental Health Division is made up of 11 Judicial Officers and Judicial Staff and 20 administrative staff members. Court Administration in the Probate/Mental Health Division manages approximately 5,000 Probate (trusts, estates, and guardianship/conservatorship) cases and approximately 1,500 new Civil Commitment case filings annually for Hennepin County. The Probate/Mental Health Division also manages criminal Rule 20.01 cases and calendars. This is a diverse, professional environment that promotes equity for all court staff and court users.
In this role, you will manage the day-to-day operations of the Probate/Mental Health Division and provide leadership and operational oversight for a team of 2 Court Operations Supervisors, 5 professional staff assigned to the Probate/Mental Health division and approximately 14 staff.
The Probate/Mental Health Division is located in the court tower of the Hennepin County Government Center (4th floor, C-400) in downtown Minneapolis at 300 South Sixth Street. The core hours for this position are between the hours of 8:00 a.m.- 4:30 p.m., Monday-Friday, but may vary depending on the assignment and operational needs. This position will primarily work onsite, with some flexibility to work remotely, depending on business needs. A reliable internet connection will be required if working remotely.

Provide direction and guidance to supervisors, court visitors and probate registrars and Guardians Ad Litem regarding prioritization of work and the hiring, training, coaching, and evaluating of all employees in the Probate/Mental Health Division.
Monitor and analyze key performance metrics to ensure the fair, timely, and efficient processing of cases within a high-volume caseload environment.
Develop and implement case management principles and operational strategies to improve case processing efficiency, team cross-training and customer service in a high-volume caseload environment.
Collaborate with judicial officers, justice agency partners, and other court divisions to build trust, increase efficiencies and ensure the fair and timely processing of court cases.
Represent Probate/Mental Health Court in interactions with other district courts and State Court Administration regarding the development of new procedures and processes or special projects.
Analyze workflow, identify and implement strategies, create and run a variety of reports to gain insight on gaps, mistakes and identify/ implement strategies to improve the efficiency and effectiveness of court operations within Probate Mental Health
- Serve as a point of contact for Self-Represented Litigants and the public by providing assistance with court processes, explaining rules, and addressing concerns or questions and participating in divisional and district wide strategic planning. .
Provide input on annual budget and approve operating unit expenses.

Interpret statutes, rules, and orders; develop, recommend, and oversee the implementation of new policies, business practices and procedures to comply with current statutes and regulations as they pertain to the Probate Mental Health Department.

Minimum Education and Experience:
- High school diploma or equivalent and five (5) years of experience in a court/legal environment, or other fast- paced, high- volume environment. OR Associate’s Degree + Three (3) years of relevant experience
- Five (5) years of relevant work experience in a court or other legal environment such as processing various case types, filing and recordkeeping, completing court administrative duties.
- Two (2) years of supervisory experience.
Minimum Knowledge, Skills, and Abilities:
- Considerable knowledge of effective supervisory and management techniques.
- Ability to establish and maintain effective working relationships with a wide variety of individuals within and outside of the organization: state court administration, judicial district administrators, judges, court employees, supervisor, subordinates, other governmental and private organizations, and the public.
- Effective conflict resolution, critical thinking, and decision-making skills.
- A personal, proactive commitment to diversity and inclusion that helps to effectively foster a culturally diverse environment including the ability to show a high degree of respect for all customers and stakeholders with diverse backgrounds, viewpoints, needs and experiences through courtesy and sensitivity.
- Considerable knowledge of court procedures and policies, legal documents, laws, and legal factors pertaining to the various divisions and functions of district court.
- Ability to manage multiple projects or work streams simultaneously and ensure that work is completed in a timely manner
- Ability to operate at an executive level with judges, court leaders, justice partners and the public and maintain effective working relationships with others.
- Ability to develop and implement organizational change initiatives. Ability to relate to individuals both within and outside the court system through appropriate communication styles.
Preferred Qualifications:
Bachelor's degree in business, public administration, or a related field.
Legal background with knowledge of court operations.
Experience in managing changes in systems and work environments.
Experienced leadership in a managerial capacity, including overseeing staff performance, guiding team operations, and fostering a culture of accountability, collaboration, and continuous improvement
Understanding of MNCIS functionality, calendaring, and report interpretation including the ability to develop reporting systems and analyzing data.
SALARY:
The expected starting salary range for external candidates is $43.29-$55.17 per hour ($90,389-$115,194 annually). The full salary range for this position is $43.29-$67.04 per hour ($90,389-$139,979 annually). This position is exempt under the Fair Labor Standards Act and is eligible for State of Minnesota employee benefits.
