About The Division:

The Human Resources Division supports the agency’s strategic direction by assisting management in meeting staffing needs and managing people. This includes recruiting and hiring staff; on-boarding new hires; coordinating benefits; training and developing the workforce on HR topics; creating and implementing employee engagement initiatives; and facilitating separation. Human Resources’ professionals are consultants and business partners; they advise managers and employees on workforce issues and help the agency achieve its business goals.

 

 

This position may be eligible for a flexible/hybrid work schedule of 3 in office days and 2 remote workdays once certain conditions are met. Work schedules may change at any time as business necessitates.

 

 

Qualifications

 

Human Resources Specialist IV

 

Minimum Qualifications

 

Education:

·       Graduation from an accredited college or university with a bachelor’s degree.

Preferred Education:

·       Graduation from an accredited college or university with a bachelor’s degree in human resources, Organizational Development, Business, or Public Administration.

Experience:

·       Four years’ experience in Talent Acquisition

·       Three years’ experience in screening, recruiting, and sourcing.

·       Three years of experience in compensation analysis

 

 

Preferred Experience:

·    Experience with recruiting software such as Taleo and/or state of Texas CAPPS Recruit

  • Experience conducting human resources training.

 

Substitution:

One (1) additional year of full-time minimum experience in Talent Acquisition as stated above may substitute for each year (30 semester hours) of the required education, with a maximum substitution of 120 semester hours (four years).

Licenses and Certifications

Preferred: Professional Human Resources (PHR) or Senior Professional Human Resources (SPHR) and/or SHRM-CP, SHRM-SCP.

In this role you will:

·       Serves as the Team lead for the Talent Acquisitions section.

·       Oversees the day-to-day operations and guidance for the workgroup.

·       Sets work priorities and monitors’ progress.

·       Distributes and balances workload among employees in accordance with established workflow or job specialization.

·       Estimates and reports on expected time of completion of work, maintains records of work accomplished and time expended and prepares reports.

·       Provides input on team member performance for evaluation purposes.

·       Makes recommendations for staff changes included promotions and salary actions

·       Serves as the liaison between the HR Information Systems team and other groups including, but not limited to, user groups, and other governing bodies to define project priorities, time frames, allocate resources provide project management, and address issues.

·       Project management and participate in HRIS technology implementations and integrations in partnership with IT, IT PMO office, Fiscal Management, Organizational Development, and Budget.

·       Oversee the application change control processes to ensure application stability. Responsibilities include reviewing & approving solution design, monitoring testing processes, providing approval for configuration/projects moving into Production.

·    Recommends, tests, trains, documents, implements, and plans for all improvements, enhancements, and new applications to various HR systems, while promoting standardization and best practices across multiple divisions.

·       Performs analysis of HRIS systems by researching and identifying the root causes for data problems such as system limitations or design, user error or lack of standard procedures for accurate ongoing administration of HRIS systems and reports.

·       Provides technical, operations, and training support to users of HRIS through documentation of processes and delivering end user training in an understandable context for all levels of users and communicating changes to business requirements or enhancements or production issues to IT, HR, and other affected parties.

·       Develop detailed end user training documentation such as user guides, business process documentation, process flow charts and other training related material.

·       Conducts end user training on new technology and enhancements as well as providing support for existing system processes and procedures.

·       Participate in onsite and offsite hiring events.

·       Responsible for and actively employs system strategies (audits) to maintain data integrity within the HR systems.

·       Develop new and innovative metrics and systems analysis for monthly/quarterly reports.

·       Stay informed on key HR systems technology & trends; network with other companies and professional organizations to stay abreast of best practices in HR systems.

·       Stay apprised of other dependent programs, projects & initiatives internal/external to Human Resources.

·    Advises Talent Acquisitions Specialists, agency supervisors and managers in Human Resources planning issues at the division level. This includes the review of documentation to support promotions, reclassifications, and internal job transfers.

·      Review, analyze and approve personnel action requests to ensure consistency within existing organizational patterns and that the division is in compliance with agency policy and procedures, federal law and state statutes.

·       Conducts internal classification audits and reviews.

·       Assists the divisions when preparing recommendations for changes to the State Classification Plan and position descriptions.

·       Conducts research regarding the local labor market in relation to salary administration.

·       Maintain knowledge of current trends in hiring, retention, and changes to state and federal HR related laws. Consults with division’s management staff and ensures compliance with all agency policies and procedures regarding recruitment and hiring.

·      Drafts, reviews, and approves job duties, responsibilities, and job specifications in preparation of job posting through CAPPS Recruit and other applicable recruitment sources.

·       Screens incoming applications to ensure minimum qualifications are met.

·       Regularly communicates with division staff regarding the status of job postings.

·       Reviews and approves interview selection criteria, interview questions and answers and skill assessments.

·       Audits selection packet for compliance with state and federal law.

·       Ensures appropriate hiring documentation is included.

·      Conducts pre-employment verifications and requests for criminal background checks.

·       Extends and/or negotiate offers of employment.

·       Completes CAPPS Recruit close-out and archives job posting.

·     Answers all related job posting questions through correspondence with internal and external applicants. Serves as an employee advocate for potential talent through the following methods:

·       Participate in local career fairs.

·       Administers the agency’s internship program.

·       Developing and implementing recruiting plans and strategies.

·       Network through industry contacts.

·       Use social and professional networking sites to identify and source candidates.
